Buying and safety
What US and Canadian buyers should check before ordering grooming tools: voltage and plug, safety marks, batteries, seller names, returns and import duties.
Short answer
Before you order a powered grooming tool on AliExpress, pick a variant labeled 110-120 V with a US plug, look for a recognized safety mark on the product itself, and read the listing's own return terms. Treat specs, "quiet" claims and store names as the seller's statements: AliExpress says it is not responsible for the quality or safety of listed products. Expect import duties in both the US and Canada.
Voltage, plugs and safety marks
Standard US wall outlets are 120 volts.[1] Canadian outlets are 120 V too: Manitoba Hydro's wiring guide, for example, lists 120 volts for lights and convenience outlets.[2] Grooming dryers and vacuums can be sold in separate 110 V and 220 V versions. MetroVac sells a 220 V dryer that it states is not for use in the US, and one AliExpress vacuum listing labels its 110 V American-plug variant as suitable for the US, Canada, Mexico and Colombia.[3][4] A plug adapter changes only the plug shape, so choose the 110-120 V variant and check the rating label when the tool arrives.
A certification mark is the electrical-safety signal. Health Canada says not to buy plug-in products without a Canadian mark such as CSA, cUL or cETL, and that the mark must be on the product, not just the packaging.[5] In the US, CPSC points to marks from Nationally Recognized Testing Laboratories (NRTLs) such as UL, ETL or CSA.[6] You can look up an ETL listing in Intertek's directory and a UL certification in UL's Product iQ database.[7][8] An FCC logo is different: it covers radio interference, not shock or fire safety.[9]
Batteries and chargers
If a cordless tool uses a lithium-ion battery, Health Canada advises using the charger that came with it, using only chargers with a recognized Canadian mark, never using a swollen or dented battery, and charging at room temperature where you can see it.[10] Lithium batteries are regulated as hazardous materials in US transport, and PHMSA says manufacturers must make a UN 38.3 test summary available on request.[11] You can ask the seller for it before you buy.
Listings, sellers and returns
AliExpress's terms say it provides a platform for buyers and sellers and does not control, and is not responsible for, the quality, safety, lawfulness or availability of listed products.[12] So every spec in a listing is the seller's claim, and listings can contradict the maker: an oneisall-branded listing claims a 1.5 L container at 15000 Pa, while oneisall.com lists its 15,000 Pa Cozy SE2 with a 2 L bin.[13][14]
Store names are AliExpress labels, and they change. A store that search engines index as "ONEISALL Official Store" now redirects to a different seller, "Bincoo Authorized Store".[15] We never call a store official or authorized for a brand unless the brand confirms it.
Returns depend on the listing. AliExpress's Free Return terms let buyers return participating items without giving a reason within 15 calendar days of confirmed receipt, if unused, undamaged and in original packaging, and several categories are excluded.[16] A 2024 US announcement described a 90-day window for eligible items, so terms have varied; check the badge and terms on your own listing before you pay.[17]
Import duties
- United States. CBP has suspended duty-free de minimis treatment indefinitely. Shipments valued at $2,500 or less are subject to applicable duties, with narrow exceptions such as genuine gifts of $100 or less, and the rule covers international mail.[18] CBP's pages do not say how AliExpress collects duties, so check whether your checkout shows them.
- Canada. CBSA says postal shipments from any country, and courier shipments from outside the US and Mexico, are duty and tax free only up to CAD 20. Courier shipments from the US or Mexico get higher thresholds.[19]
Buy only what you need
Fewer tools means fewer listings to check. Start with the at-home dog grooming kit checklist, run through the AliExpress buyer's checklist before you pay, and weigh home tools against a professional groomer.

Common questions
Is a US plug enough to know a grooming tool will work in the US?
No. The plug shape and the voltage rating are separate. Pick a variant that states 110 V or 110-120 V and check the rating label on the unit; standard US outlets are 120 V. More in AliExpress pet grooming buyer's checklist
Can I trust a safety mark shown in the listing photos?
Not on its own. Health Canada says the certification mark must be on the product itself, not just the packaging. Intertek and UL both offer online databases for checking a certification, so ask the seller for the file number. More in AliExpress pet grooming buyer's checklist
What should I ask the seller before ordering a cordless tool?
Confirm that a charger is included, and ask for the battery details and its UN 38.3 test summary, which PHMSA says lithium battery manufacturers must make available on request. Health Canada advises using the charger that came with the device. More in AliExpress pet grooming buyer's checklist
How long do I have to return an item bought on AliExpress?
For items in the Free Return program, the terms give 15 calendar days from confirmed receipt, for items that are unused and in original packaging. Not every item takes part, and a 2024 US announcement described a different window, so check the badge and terms on your listing. More in AliExpress pet grooming buyer's checklist
Will I have to pay US import duties on an AliExpress order?
Duties now apply to US shipments valued at $2,500 or less, because CBP has suspended duty-free de minimis treatment. CBP's pages do not say how AliExpress collects them, so check whether duties appear at checkout before you pay. More in AliExpress pet grooming buyer's checklist
What grooming tools does every dog need?
A nail clipper or grinder with styptic powder, one brush that suits the coat, a pet toothbrush and pet toothpaste, and a non-slip place to bathe. AKC notes that all breeds require regular nail trimming, and AAHA says never to use human toothpaste. More in At-home dog grooming kit checklist
Do I need clippers for a double-coated dog?
Not for the body. AKC advises against shaving double coats: it does not stop shedding and it damages the topcoat. A slicker, an undercoat rake and a comb do the routine work. More in At-home dog grooming kit checklist
Is a low-shedding dog easier to groom?
Often not. AAHA says dogs with continuously growing hair, such as Poodles and Shih Tzus, need regular grooming, and AKC says a full Poodle coat must be brushed and combed to the skin or it mats near the roots. More in At-home dog grooming kit checklist
Questions
Will a 220 V grooming dryer work in the US with a plug adapter?
No. An adapter changes the plug shape, not the voltage, and standard US wall outlets are 120 V. Choose a variant labeled 110-120 V with a US plug and check the rating label on the unit.[1][3]
Is an FCC logo a safety certification?
No. FCC equipment authorization covers radio-frequency devices and harmful interference, not shock or fire safety. For electrical safety, look for a mark such as UL, ETL or CSA, or in Canada CSA, cUL or cETL, on the product itself.[9][6][5]
What does 'Official Store' mean on AliExpress?
It is AliExpress' store label, not a statement from the brand. Store names and owners can change: one store indexed as 'ONEISALL Official Store' now redirects to a seller called 'Bincoo Authorized Store'. Check the brand's own website before you rely on the label.[15]
How long do I have to return a grooming tool?
It depends on the listing. AliExpress's Free Return terms give 15 calendar days from confirmed receipt for participating items returned unused and in original packaging, while a 2024 US announcement described 90 days for eligible items. Check the terms on your own listing.[16][17]
Will I pay import duties on a small AliExpress order?
Probably. The US has suspended duty-free de minimis treatment, so shipments valued at $2,500 or less are subject to applicable duties. In Canada, postal shipments and courier shipments from outside the US and Mexico are duty and tax free only up to CAD 20.[18][19]
Is AliExpress responsible if a grooming tool is unsafe?
Its terms say it does not control and is not responsible for the quality, safety, lawfulness or availability of listed products. That leaves the checks to you: voltage, safety marks and the seller's claims.[12]
